Buy on Google (Formerly Google Shopping Actions) has a very different model than the regular Google Shopping.
Instead of a cost per click, Buy on Google has a cost per sale, similar to how Amazon and other marketplaces work.
Like any marketplace, that means Buy on Google comes with commission rates. These of course depend on the category, ranging from 2-20%, averaging a commission rate of 12%.
