We recently came across an issue with Bing Merchant Center for our clients and our Bing reps confirmed that there was multiple issues across services.
Bing had several incidents across Editorial, Bing Shopping Campaigns, Reporting, Advertiser API, UET, Billing and Delivery

It looks like for the Bing feed issues, they have started being processed again in the order the feeds were delivered and a few hours apart. We recommend checking to make sure that your most recent product feeds has been uploaded. Since this issue affected not only Shopping Campaigns but also Editorial and Delivery, it would make sense to review all campaigns and data to ensure your campaigns are running smoothly.
